The mere applicability of key climate technologies (see TECHNOLOGIES) for citizens, businesses and municipal companies does not mean that they are actually deployed, let alone in the necessary depth and scale to halt catastrophic climate change. Somebody has to take the first initiative to make the investments and the societal changes happen.

The technological solutions to decarbonize the planet have been demonstrated in many places and – with increasing worldwide deployment – will be continuously improved. The historical challenge now is to translate the knowledge and the solutions’ proven techno-economic and social performance rapidly into universal action in a myriad of worldwide communities.

This implies allocation of financial resources and investments in clean infrastructure development, in organizational knowledge, equipment, and people at unprecedented scale. Even if the specific initiatives come from local actors, complementary public and private investments of this magnitude presuppose unequivocally positive governance policies relating to the deployment of these key technologies. Fortunately, good examples of appropriate positive regulatory frameworks, that can be adopted in many places worldwide, exist in many legislations.
